Probably because the mod's .exe still uses FastExt/Txt functions. The developers probably didn't recompile it with the latest CB available.
Maybe you can get the missing dlls and put them in the appropriate folder and then see if it works?
Or maybe it has something to do with the operating system or the 1.3 source code issue.

Not sure i don't know where to get the dlls and two i've currently got the most latest scp cb
