Ive searched the source code and all of forum roughly but I cant seem to find what changes the speed of 106.
If anyone could point me to a line I would be forever grateful.

Wait a minute, don't you just have to go to the folder titled "data", go to "NPCs" and where it says SCP-106 change his speed?

You can also edit the NPCs.ini file in the game's Data folder, like MrJPenguin1 said.
