Only two SCP's in-game that can rotate their heads, SCP-173 and SCP-374. I've noticed this as well and considering this is only a indie game, imperfections are going to be expected.

Lol hey thanks. I'm starting forget their respected ID's. But yeah it can obviously flex it's neck just like every other part in it's entire body.
