I'm not sure about the bug itself, but try lowering the resoulution.
if you don't want to do that, then change it into fullscreen then it should work.

It could be that fmod.dll is not found, you should launch SCPCB in the folder.
if that doesn't work, then re-install/update it.

If you are still getting errors then well that's it for you then.
