I've even given users on the server the privileges needed to control campaign and all that jazz, but they cannot start rounds. Anyone having this problem or know of a work around?

Isn't there the automatic restart option?

Actually I believe permisssion screen lets you allow a client to manipulate the campaign menus and stuff. Try it?
