If he were to wander around the place, you could carefully plan it so that when he enters certain room, you close it on him, making him less of a threat. Since he isn't sapient, I doubt he would be able to operate the doors and would just wander around the room(s) that aren't closed. That's a good idea. But then, in-universe, things wouldn't be so simple. There are security cameras everywhere, and if you find a security room (Which should also be implemented), it could be playing back a recording of 096 wandering around. Hell, there could be a cabinet of photos of 096 that were confiscated from public areas, and it might be tipped over with all the photos spilled face up on the floor. Yeah, true, but that will just make it more balanced. You will be risking him appearing on a camera feed, but you will get rid of him momentarily.
