Still, it should be in the game in my opinion, since it would be a interesting SCP to have in game, once you pick 198 up, you're basically screwed.
But in the end, it's Regalis' decision if it will be added or not.

Yep. Technically it could be implemented in the future, but we don't plan to do that as it will simply be another "one-time-SCP" which will only be touched once (if you don't know it's effect or just want to see it's effect and then you never touch it again).
If we implement new SCPs then we add SCPs that might appear more than once or at least have some kind of purpose to the game (you can guess what SCP-1499 can be used for :wink:).

My idea for SCP-198 in-game
SCP-198 could appear in it's containment room like it does in the NTF mod.
Besides in it's containment room, SCP-198 could appear elsewhere. My idea is that SCP-198 could appear in a office, looking like a ordinary cup (I will assume that someone else would have touched 198 in it's containment room, causing it to spawn somewhere else with a different appearance).
The player could die after 1-2 minute if it does not consume the contents. The chance of the player consuming the content could be randomized, there could be a 50% chance of the player consuming it, a 50% chance of the player refusing to drink it, causing death. This randomization could happen every time, the player attempts to consume it.

This is actually a pretty good idea and it would make the SCP much more dangerous (but then there should be a purpose to actually pick up other mugs as well or SCP-198 could maybe also appear as an ordinary drink for SCP-294.
Usually I could also make it sometimes having bad drinks, meaning, as soon as the player drinks it he might getting killed or gets serious injuries or stuff.
We can think of this idea, but I'm sure it won't be implemented in 1.3.

That might gonna be what 1.4 (If it is planned) might be about.
But concerning the reason to pick up mugs, that's actually a really good question.
Maybe, it could appear as a drink that might improve your health.
