No, just no. Slenderman has no place in the SCP-foundation universe, and this game tries to be as canon as anything about the SCP-wiki can be. Also your idea is pretty absurd, as the foundation has near to no control over 106 and also they know better than to try to play with a keter. Also they don't know anything about the pd save that Larry is god, they won't ever try to use it to contain anything.
God is perfect -> Nobody is perfect -> I'm nobody --> I'm perfect --> I'm God.

Maybe an SCP 1981 easter egg? Probably there is an room with "I CAN SEE YOU" in red text projected onto a screen or Ronald Regan giving an speach (While getting cut up.) about how the SCP Foundation Site 19 will be invaded by an terrorist Group (The Chaos Insurgency.)
Can you see the real me?

Nice oxymoron.

Besides, the game is about feeling completely alone. I'm not sure that having wandering human NPCs besides the MTF would be a good idea. It would be overdoing it.

Dude, he said CORPSES. That means DEAD people.

Read again. He said "have it more realistic and have more D-classes running around". That means "living" NPCs.

I like the idea of very rarely finding a survivor Scientist or D-Class or hostile Guard NPC possibly.. they might just decide to stay where they are and not follow you; or if 106 or 173 shows up they freak out and run (possibly to they're deaths).

I think having anyone alive with you at all might ruin the atmosphere somewhat, even if it's a rare occurence. Maybe coming across a survivor cowering somewhere, him saying he'll follow you in a terribly frightened voice, then dying immediately afterwards in a fully scripted event about once per map. The choice of death would be up to Regalis, but maybe 106 grabbing the NPC and dragging him screaming into the pocket dimension through a wall.

SCP-049: The Plague Doctor.

http://www.scp-wiki.net/scp-049 The Plague Doctor.

I think that 049 could make a nice little addition to the game, the player could find him in two different situations: 1.) 049 could be operating on a corpse, and once the player enters the room and spots him 049 would get up an proceed to chase the player down. Unlike 096, the player could actually escape 049, this would require the player breaking 049's line of sight on the player by closing doors, and taking different paths through the facility (There would be some sort of chase music that plays and stops when the player has escaped.) After escaping 049 will no longer be in the spot where the player found him, instead he may appear some where else operating on another body, or in situation number 2.

2.) 049 could be walking around calmly, observing his surroundings, the player may enter the same room as 049, but if the player sticks around too long/gets too close then 049 would start starring the player down, and if the player sticks around even longer then 049 would (According to the article he almost never speaks, but he would in game for the purpose of alerting the player.) proclaim something about the player being infected with the Pestilence, and attempt to chase the player.

If the player is touched by 049 they would fall down and die, but perhaps instead of having the usual Game Over screen we would see a lil cinematic (in first person.) of 049 operating on them, the screen would then fade to black (Simulating the passage of time.) and be resurrected, at that point the Game Over screen would then pop up.

And just something I thought of last minute: Perhaps, like 106, if one encounters 049 in a very dark area his Mask could give off a slight glow, to alert the player that he is there since all he wears is Black...and it's hard enough already to see things in the facility (Not to mention it could make the player unease.)
