The bell noise is randomised, it can play some games or it can't. If it does, you have to find the bell and destroy it (which can be done already, and it stops you from dying too) and hey presto, you have a way of stopping your death.
Like I said, this shouldn't always happen. It would just be spooky when it does. Hearing that bell noise was one of the highlights when I first played the game as you knew that jumpscares were about to kick off and it was awesome. I think that element should still be in the game.
A 1/10 chance of it playing in your map would be awesome.
How about it can only play in the light containment zone if you stay in there to long?
I still think Regalis made the cowbell sound like a church bell in 0.1 - 0.2 for atmosphere.
