The 1:1 ballistic vest should be able to come out as a wife beater vest or something. I think the upgraded vest ideas are all pretty good. You would have to choose between two things with pros and cons.

When you put something on 'Very Fine' in 914 or even just 'Fine' it can often cause it to become harmful/hazardous to the player. Seriously, if I can just upgrade my gasmask for a bulletproof helmet and Kevlar for an exoskeleton suit I can wear, I'm pretty much Duke Nukem-9341. I think the body armor shouldn't fit the player if put on Very Fine or something, and fine will.. give or take something? It's a lot to think out. Upgrading my gasmask for infinite sprint is pretty redic, too.. It should just make my sprint go down more slowly.

I think Fine should keep the player relatively safe, other than headshots, but completely take away the stamina of the player. Very Fine could result in invincibility, but the armor being so damn heavy you can't even move from your spot.

Or just makes you very very slow.

Has anyone even considered the fact that items in real life will break? Like the gas-mask on very fine will just break after 1-2 shots.
And the vest... after a lot.

What if it has random effects that happen to it on Very fine. Like if you put it in, you could get a light vest, a heavy vest, a short sleeve vest, and any others that are concievable. But the light one for instance would break after 2-3 shots but you could run just as fast. The heavy vest would mean only a few seconds sprinting but would mean you could survive 8-9 bullets to chest, and a short sleeve vest would make it 5% more likely to survive being shot at.
Just some ideas right there.
