I dont like the idea of a low capacity sidearm, were in a damn top secret site, we dont go around with 9 bullet guns!

How about this: The player goes to the gun but it appears a mensage saying "the gun hit too hard the ground, now is broken"

I got a better idea, simply no weapons at all, if you are going to add weapons you might aswell add an overpowered BFG10K that kills everything in a 1,000,000 meter radius. (That was sarcasm incase you couldn't tell.) but no just no, no firearms or you are taking away the elements of the actual game itself if you want to add a gun in the game just go ahead and make a mod for it, learn all the coding and other stuff you need.

Im not telling to make the game use weapons, im making a excuse so the player dosent pick up the gun!

How about something classic then like (Assault weapons pack DLC required)

Possibly, it's kind of cliche but I believe there was a game that required you to buy weapons via DLC
