So I recently played 1.3.3, and kept getting stuck with a lvl 2 keycard. 914 doesn't seem to give a level 3 keycard in return for a lvl 2 no matter how many times we tried it on fine and very fine. did we just not try enough times, is there a different way that a lvl 3 keycard is supposed to be got nowadays?

As of now there isn't a way to get a level 3 in the HCZ unless you use 914 or 1162. This is part of the bigger problem with CB where the keycard placements were never re-balanced when the zone system was implemented.

it does work for me

but omni card doesnt come out if i want to put a lvl 1 or 2 at "Very Fine".

Don't worry; save and reload. Vane Brain's idea of "re-balancing" was to make the Omni card chance a 1/5 on easy, somewhere around 1/20 on normal, and 1/100 (or some shit like that) on hard.

Actually since 1.3.2 it is 1/500 chance. But I need to fix a problem with lvl 3 (chance 1/3)

So you're saying that there is currently a 1/3 chance of getting a lvl 3 keycard from a lvl 2 on either fine or very fine?

2/3 on Safe, 1/2 in Euclid, 1/3 on Keter. tbh until Keycards are rebalanced (which will probably happen never), you'll probably have a better chance getting a level 3 through 1162.
