Because not everyone likes Box of Horrors, believe it or not. And, it would take longer to download. It still takes a long time to download NOW.

And because it's redundant to do something like that...not sure having the download be slightly longer is that much of an issue compared to "Yeah it's SCP...BUT YOU'RE FORCED TO PLAY MY MOD WITH IT".

Generally this would be resolved by having an "Extended mode" option in the console that adds in the extra things. At least, that's how I would do it. Add several checks in the code that just go "if(extendedmode == true) loadBoHStuff();" and that way, you save time for people who want the mod, and you don't annoy those who don't because they can disable it.

I think by redundant he meant that while BoH is a very well made mod, it doesn't really provide much in way of actual content. I mean yeah you can get more SCPs, but the new SCPs provide just as little to the overall gameplay as 008 or 1025 do.

Also, most of the BoH SCPs are being added to the game in the v1.1 update so the Irrlicht port would most likely follow suite when it gets to that point.

That still feels kinda tacked on in my opinion. I mean why stop with that mod? Why not add an extension mode for Hakkla's inventory mod? Or PXLSHN's Nine-Tailed Fox mod? Why is the BoH mod so special?

In my opinion, BoH is more like an hypermod - this is, a mod that is essentially a compilation of mods. Therefore, I can see why there's a focus on BoH everytime the subject of mods arises.

My particular vision for SCP:CB would be a place to explore where every SCP would provide an unique and awesome experience (for example, I really like those 3D goggles SCP in BoH, though the humanoid entities deviate from the article significantly), but I know this vision clashes with others' "intended SCP:CB".

All in all, I think what'd be great is a distributed "plug-in" mod framework, where you can just select the mods you want and the program does the job (including the downloads), much like Garry's Mod or one of those Minecraft mod managers out there.
