That's not a bug in the game, it's the memory capacity of your computer. Maybe stop all the programs you can stop before playing CB. It works for me.

It's happen to me with this version of SCPCB only. But with others Works fine :/

Windows 7 SP1/Windows 8 32BIT (I use both, I have two hard disks SATA 7200RPM)
2GB Memory DDR3
AMD Sempron 145 Processor (Single-Core) @ 2.80ghz
NVIDIA GeForce 7025 / nForce630a (256MB DDR @ 426MHz GPU Clock) Integrated graphics

I'm pretty doubtful that you've only encountered this error in only this version, but I guess it's because the game has more entities in it that lags the game (like in my case, I was curious as to why my frame rate dropped significantly in v1.1).
Again, it's the computer, not really the game. I don't understand much technobabble, but looking at your specs it seems to be a better PC than mine. But yes, it's always the memory capacity.
