The recent release of v1.04 has unfortunately done nothing to fix this problem. The good news though, is that it only occurs when the game is in fullscreen mode. Windowed, the screen does not flicker.

I believe I have found the answer to this problem!
Go into the options.ini file inside of the scp containment breach folder, find v-sync and bump mapping enabled then change then both from 1 to 0.
Change your compatibility settings to windows Vista (service pack 1)
Hopefully that works for you as it has worked for me!
