Well according to the patch notes, it seem that SCP-049 and SCP-096 were meant to appear more, so that they're not just in one special room that you can ignore. So it's not a bug, it is indeed a feature.

It's understandable honnestly that they wanted those 2 to appear more. However, it does bring its problems for new players. Encountering those 2 without knowing what they do as a new player can be frustrating. And sure, you learn from that mistake (don't look at 096 and run away from 049, it's easy), but if it forces the player to die to them to learn how they work, it can be looked as unfair. At least 173's function is well established right away, but spawning a 049 and not knowing what he does is a bit annoying.

Even for a more experienced player, it's annoying to encounter 096 3 times on 1 map and getting chased by 049, who became more of an annoyance than an actual threat really. It's not like 173 where you know it's spawning at specific areas. Perhaps giving those 2 more specific places for them to spawn in would be better. 096 could get its old spawn room back with the one where he kills the guard, and 049 could maybe spawn in the Light Containment Zone in those weird checkpoint rooms where a guard is usually dead behind the glass, maybe you could witness how 049 cures its patients by killing that specific guard.

But yeah, all in all, this isn't a bug, but it could be redesigned. Sorry for the lack of precision for the rooms, I don't know their actual name.
