I am generally against the idea of being able to re-contain 096. Where would you put him? How would you get him there?

This is not 106 who's foolish enough to re-enter his containment chamber. SCP-096 is driven purely by instinct not curiosity (otherwise I'm sure he would've ended up in some city or town because it looked "interesting" ;) )
Even if you did manage to put the bag over its head, it would only make sense if he then sat down and just remained there. But even then, it's been said that 096 tries to find its way back to its "natural habitat".
So after a little while he'd just get up and try to leave again.

This is true, but the threat would be mitigated since the hood would be over it's face. It can be free to wander around but you don't have to worry about it attacking you, is all.

Yes, but 096 is supposed to be like 173, one of the enemies that you are not supposed to capture. Very much like 173, there are ways in which you can easily escape 096 if you know what you are doing. It makes sense to be able to trap 106 since he Keter, and the only way to escape him is by running. So, capturing 096 or just putting a hood over him to make him safe is not needed. Why would someone risk getting that close to him, when they can just go a different way?

Euclid SCPs such as 173 and 096 should not be able to be captured because the way they work allows you to escape them.

Wouldn't be much of a horror game if you could capture every single SCP.
