My computer is running a gtx970 and an i7-4790k (yeah not an optimal combo just role with it it's a long story) along with 16gbs of ram. It's probably also worth mentioning I'm running windows 10. I decided I would finally play this game for the first time today after hesring about it four years ago but it runs poorly (45-50 fps looks really choppy on my 60hz monitor when I'm used to 60fps) and has persistent random black noise intermittently covering a thick bar around the center of the screen. Is there anyway for me to make it run at 60fps without that glitchy noise?

It's because the game is poorly optimised.
