SCPs Loose too Early

With the release of Version 1.3 I was happy to be able to play the game where I could actually see anything and that guard would move, and it is playable now, but needlessly difficult and random now. I went to the new security room with all the cameras so I could unlock the doors to heavy containment, but following me up those stairs was SCP-049. As I said I never went to heavy containment, much less his room. So I slipped on the ring and upgraded gas mask and ran as far as I could into heavy containment and saw 096 walking around on one of the walkways where gas sprays you from the sides, saw his face but kept running and was kinda pissed that the new update seemed to just let these SCPs roam around from the start now. But then I found my way to 049's room, flipped the switch and sure enough the doctor was inside the door. So then I assumed there was something wrong with the coding that caused them to register as released from the start (106 was much more hostile too, if that supports my theory). I don't know if this was intended, after all it fits with the plot this way, and I'm sorry I can't supply more information, but it kills the game to randomly run into someone you can't look at when strolling through closed doors blindly.

So then....why can I still find him in his chamber with the elevators broken?

If you noticed, there are also inaccessable doors in the area of 049 (doors that cannot be operated). Maybe 049 had used one of these before the player arrived to get back to his chamber (and he took another entrance to his area).
That would be additional to Vane Brain's suggestion.

That still would make no sense. From what I've seen in the game, SCP-049 CAN'T leave his area, since the power regarding all the doors and elevators are out (which is why you have to switch the power source to "generator" and switch the door's power to sap from the "generator"). It doesn't make sense SCP-049 can leave his area when it's essentially shown he can't.

Then why do the doors start working when you switch the power to generator?
