Yes. If your computer can run Windows, then it can run Wine on Linux/Mac OSX.
But the game doesn't work with Wine, you will get the lovely "Memory access violation"
Perhaps a virtual OS? Works the same way as Wine but more complex. Seems a bit radical to play SCPCB though.

B3D uses DirectX as a graphics API, so you're going to have to wait for the C++(OGL) port.
