As you already know, SCP-173 is NOT supposed to move when you are looking at it. So, keeping one eye open while facing towards it is STILL considered looking at it. We're NOT supposed to see how it moves from point A to point B, nor how it snaps your head in half.
If he was in the corner of your right eye and you blinked it but kept the other open, he would move to exactly right before the vision in your open eye starts. Similar to the HUD map in Deus Ex, you can move anywhere except the "cone" areas which is the guards' or camera view. Moving inside the cone means they can now spot you.
Closing one eye makes the "cone" smaller, yes, but it doesn't make it totally disappear.
