Maybe it's just because of the seeds? I have to admit though my most recent plays in the original (esp. in the Box of Horrors mod) have SCP-173 appearing more frequently (especially after I've encountered the small test room). But in the overall version itself, I'm not sure. Sometimes I barely see him at all. I dunno.
