I thought it was this though the ballistic vest is not a shield and bullets exist as matter.... Though if they are fired they are so fast that you can not make them out... So this was a mean one

Theimperfectbeing please DON'T post the right answer yet after this!!! I'm OK with getting everything wrong!! My goodness I love this riddle because I can't solve it but I'm pretty sure if I learnt the answer to this now I'll have to smack myself in the head for it being easier than I thought!
