um i'm new to modding i really want to put the night vision overlay in the game files to overlay the screen but i not sure if it is possible.

How does this relate to SCP-294's .ini file?

Try replacing the fog texture with it, both of them are in the GFX file.

Although I think you may want to replace fog.jpg with fogNV.jpg to make your vision brighter.
