After seeing fan opinion, I have to laugh a bit. Seriously, it's basically a bunch of people whining "OMGABEN MY FAV OP COMPLETE BULLCRAP WEAPON GOT NERFED, TIME TO UNINSTALL TF2". They added maps, improved weapons that nobody used (which is almost as good as adding a new weapon, assuming it works), and added a whole entire new mechanic to the game, but they also decided to make reskins so then they complain "WHY DOn'T YOU ADD NEW MAPS AND WEPS INSTEAD OF CRAPPY RESKINS"

The loch n load got nerfed to only work on buildings so it would not be overpowered but still have a use, one that could be considered good for a competitive setting. The gunslinger got nerfed because... well it's the gunslinger. Why they only did this now might be because they realized it wouldn't be good to keep it as it was for a competitive setting. They nerfed the deadringer because it was too powerful and could even function as a invis watch, so nerfing it and buffing the other watches would bring viability to those watches, and thus be good for a competitive setting. Is there a pattern here? I don't know....... so who's excited for that competitive update that's supposed to come eventually? I know I'm not... cause I SUCK at the game.
Spoiler
As for the wrangler, that's a bit more debatable. One could argue that nerfing healing while it's shielded can be because that the shield is only there to be an incentive and compensation for taking manual control, not some life-saving gift from the heavens that people have been exploiting it as.

Also as a note, don't take that competitive argument too seriously, that's just basically speculation, but looking at some of the things this update does( especially in the department of ranking) it does seem likely that this update is a sort of prelude or warmup to that update.
Overall, I can't really say if it's a good or bad update since I haven't played it (not that I could because valve wasn't the most prepared when launching this update (kind of like man vs. machine) nor do I have the skill to really investigate it for it's full worth.) but I can poke fun at the fact that people have bitched that "x is overpowered" or "y should be nerfed" or more likely worded "z op, volvo plz nerf" but when they suddenly do nerf those items, as well as a few others that lacked adequate penalties, all of a sudden they act like the world is ending. Fanbases amuse me sometimes... just not in a good way.

but seriously, that metal gear solid taunt is hype.

edit: Although I will say that those reskins do look stupid.
